Annual Vessel inspection - as per CCGA

Listed below the areas to be covered in the Boat Safety check for the issuance of the PCCC compliance decal. 
Owner must be present at inspection and must carry a valid PCOC card.
Herewith the check list.  This depends to some degree on boat size, but the compulsory things cover the following:
Engine - greater than 10hp - must have documents and be marked. (Vessel needs to be separately registered over 10hp - applies to dinghies).
Approved flotation devices of appropriate size (must be Canadian approved (not US only) and have the quantity suitable for number of people usually on
board).
Fire extinguishers -  This is going to be a new "hot" area.  The extinguisher must be in date (not older than 10 years), and be of suitable type for the vessel.  Type A is for combustible materials (wood etc), Type B for combustible liquids (gas etc) and Type C for electrical fires.  There should be one for engine compartment, galley and entrance for each living compartment.   The important thing is that they must have an inspection certificate from an approved inspector issued within the past 12 months!  All general inspections (weight etc) will be free of charge.  If pressure adjustments are necessary then this will be at cost.

Watertight flashlight and flares (6 for under 8 metres, 12 for over 8 metres).  No more than 6 from Type D. 
Sound signaling device
Buoyant heaving line not less than 15 metres - all vessels.  Exception is for boats over 6 but under 8 metres (only) when this has to be attached to an approved buoy.
Approved lifebuoy attached to 15 metres of buoyant line for boats greater than 12 metres but under 20 metres.  If over 20 metres must have water activated light attached.
Manual propelling device OR anchor with 15 metres of rope or cable for vessels under 8 metres Anchor with rope, cable or chain for vessels over 8 metres. (30 metres for under 12 meter vessel and 50 metres for greater than 12 meter vessel)
Reboarding device for all vessels over 6 metres
Bailer OR manual water pump (with sufficient hose to go overboard) for vessels up to 8 metres.
Bailer AND manual water pump for vessels over 8 but under 12 metres.  Above plus bilge pumping arrangement for vessels over 12 metres.
Navigation lights available for all vessels that MAY be operated after sunrise or before sunset or in poor visibility (everyone in fact!).  For
vessels over 8 metres these must be fixed to the vessel.  (See different light requirements in the Boating Safety Guide).
One Axe if vessel is over 12 metres.
2 buckets of 10L or greater capacity if vessel is over 12 metres.
Batteries - secured (not with a bungee cord!), above bilge level and ventilated.  (AGM batteries do not require ventilation).
Natural ventilation for engine and fuel tank compartment.
Exhaust fan - fitted and operating (for gas engines).
Flame arrestor - fitted and operating (for gas engines).
Marine charts and publications (for local area and wherever else boat may be used).  GPS chart-plotter is not sufficient.
Radar reflector - This is MANDATORY in all areas where commercial shipping occurs (such as Howe Sound with water taxis and log-booms).
Proof of competency ( PCOC card) - subject to the current transitory age and engine horsepower arrangements.
Sewage - awareness of new regulations and sanctioned areas.
Compass in working order.

If fitted the following are also checked (optional):

  • Communication device (VHF, DSC) - plus Radio Operators Certificate (Marine)
  • Depth sounder, GPS, Radar
  • Vapour detector - gas, propane and CO
  • First Aid Kit
  • Tool Box

A check on Skipper awareness is also asked covering:

  • Sail Plans
  • Use of PFDs
  • Heat shielding
  • Alcohol on board
  • Hull ID number (will be checked as part of initial details)
  • Pre-departure check list
  • Ignition protection
  • Usage of propane
  • Compliance plates
  • Fuel tank shut-off valve
